  On February 5th, the General Office of the State Council issued the "Opinions on Promoting the High Quality Development of Finished Oil Circulation" (referred to as the "Opinions"), aiming to further improve the management system of finished oil circulation and promote the high-quality development of finished oil circulation.     The Opinion covers five aspects, namely improving the management system of refined oil circulation, perfecting the cross departmental supervision mechanism of refined oil circulation, strengthening the supervision of key areas of refined oil circulation, promoting the modernization and guarantee measures of refined oil circulation. A total of 21 specific measures are proposed to strengthen the compliance supervision of the refined oil circulation field and promote the market to develop towards compliance.     The Opinion proposes to implement record management for wholesale and warehousing operations of refined oil products, and to formulate and strictly implement nationwide unified qualification admission standards for retail operations of refined oil products. Urge enterprises to strictly implement the regulations on the management of finished oil ledger, and promote the credit grading and classification management of finished oil operating enterprises. E-commerce platforms are not allowed to provide sales information publishing services for refined oil products to operators within the platform. It is prohibited to issue approval certificates for retail operations of refined oil products to e-commerce platforms.     The Opinion requires that local governments at all levels establish a cross departmental joint supervision mechanism for the circulation of refined oil products, and implement local regulatory responsibilities. Strengthen safety production supervision, enhance environmental compliance management, and strengthen quality measurement supervision. Strictly crack down on illegal and irregular activities in the circulation of refined oil products.     In addition, the Opinion encourages large backbone enterprises to further extend their retail system to rural and remote areas, and supports the upgrading and transformation of rural gas stations. Support the establishment of convenience stores at gas stations according to station requirements, launch car services, and improve the service level of the branches. Encourage localities with conditions to promote the use of technologies such as big data and the Internet of Things, advance the construction of smart gas stations and big data management systems for refined oil circulation, accelerate the construction of a full chain, traceable and dynamic supervision system covering wholesale, warehousing, transportation, retail and other links, and improve the digital supervision efficiency and service level in the field of refined oil circulation.

  Recently, in the Guoxin Energy Storage and Power Generation Project undertaken by the Magnetic Guidance Team of the Engineering Technology Research Institute, the An26-2 well achieved one-time re-entry into the old cavity operation, marking the innovative application of MGD passive magnetic guidance technology in the field of compressed air energy storage by the Engineering Technology Research Institute. The Guoxin Energy Storage and Power Generation Project is currently the largest and most efficient compressed air energy storage project under construction in China. The target vertical well for this implementation has a minimum radius of 27 meters for the bottom old cavity. Drilling the injection production directional well An 26-2 near the target well requires precise control of the wellbore trajectory before entering the old cavity, and current general technology is difficult to meet project requirements.   The passive magnetic guidance technology team bravely took on the heavy responsibility and faced new technical challenges such as high conductivity of salt water, salt layer shielding excitation, and continuous underground interference. Technical experts focused on technical difficulties, conducted field surveys of adjacent wells, utilized successful experience, repeatedly optimized the plan, and developed a wide differential domain magnetic guidance probe tube with targeted research and development. In one fell swoop, they overcame technical problems such as high conductivity in salt layers, interference in measurement data, and non centering of conventional probes in large wellbores.   In on-site operations, the anti-interference ability of wide differential field magnetic guided probes is significantly enhanced compared to conventional probes. Technicians used the target well to release stimulation, thereby eliminating the interference of disordered electric fields in saline water and achieving high-precision measurement in the salt layer environment. Successfully identified and captured the target signal in a short period of time, accurately predicted that the target well would re-enter the old cavity at 1276 to 1278 meters, and the actual error was less than 2 meters. Next, the magnetic guidance team of the Engineering Technology Research Institute will continue to make breakthroughs in MGD passive magnetic guidance technology in practical operations, contributing technical strength to national engineering construction projects.

    On November 8th, it was learned from Bohai Drilling Company that the company's self-developed 1.25 gram per cubic meter ultra-low density cement slurry system was successfully tested for the first time in the Ning72-81X well of the "ballast stone" project in Huabei Oilfield, and the cement slurry returned to the surface. According to electrical testing interpretation, the cementing quality is qualified, breaking the record for the lowest cement slurry density in Huabei Oilfield cementing.     The Ning 72-81X well is a development well deployed in the Suning block of Huabei Oilfield, with a total drilling depth of 3899 meters. Due to the weak pressure bearing capacity of the formation in this well, drilling fluid with a density of 1.25 to 1.26 grams per cubic meter is required to complete the drilling. In order to ensure that the cementing slurry can be sealed for more than 3000 meters at once and returned to the surface, Bohai Drilling actively organized technical experts to carry out cementing technology discussions, and determined to adopt a technical solution that the density of the cement slurry in the upper wellbore section is not higher than the density of the actual drilling fluid. While ensuring pressure stability, the maximum reduction of liquid column pressure is achieved, laying the foundation for this cementing construction. During the construction period, the on-site construction personnel of Bohai Drilling strictly controlled the construction details and successfully completed various cementing construction indicators. This marks the successful testing of the company's self-developed ultra-low density cement slurry system, providing a new solution for cementing long sealing sections in easily lost formations in various markets in the future.

  On October 12th, the reporter learned from Great Wall Drilling Company that the coal seam gas company Jishen 6-3 platform 01 well, which was drilled by the company's drilling company, has been successfully completed, 12 days ahead of the design cycle, and the coal seam drilling encounter rate has reached 100%. The well has been drilled to a depth of 4550 meters and a length of 2140 meters per trip, breaking the record for the longest drilling depth of a deep coalbed methane horizontal well in China and marking a new breakthrough in the exploration and development of deep coalbed methane by PetroChina.     The Jishen 6-3 platform is the first deep coalbed methane platform deployed by a coalbed methane company with a horizontal section length exceeding 2000 meters. Since the launch of the platform, Great Wall Drilling has deepened the integration of Party A and Party B, integrated geological engineering and other efficient operation mechanisms, repeatedly demonstrated construction plans and polished technologies, iteratively upgraded trajectory control, wellbore stability and other processes, innovatively applied wellbore cleaning technology and near drill bit geological guidance system, and used real drilling natural gamma curves for real-time analysis of lithology changes. Fine tuning the performance of drilling fluid to enhance its sealing and anti collapse capabilities effectively addresses challenges such as larger off target distances and higher construction difficulties, extending the length of one drilling trip from 2097 meters to 2140 meters. The existing measuring devices upstream of the screw cannot obtain real data at the position of the drill bit, and intelligent drilling has serious data bias and unpredictable implementation risks at the decision-making and control level. For this purpose, a probe type intelligent drill bit parameter measurement device (see Figure 1) has been developed, which can be installed inside the drill bit to directly collect real data at the drill bit without changing the existing drilling tool combination and construction process; The hardware structure simulation optimization results show that under a displacement of 30L/s and an annular pressure of 80MPa, the theoretical hydraulic pressure consumption is less than 0.1MPa and the safety factor is 3.06. Meanwhile, based on the six sided method and ARMA+mobile Kalman filtering, the error calibration and noise reduction of the device were achieved. The device was tested 9 times on site in the Shengli work area, and the downhole engineering parameter measurement short section was used for device function verification and comparison with downhole data. The comprehensive logging data was integrated for the acceleration analysis and parameter optimization decision-making of the test well. The experimental results show that the probe type intelligent drill bit parameter measurement device can obtain real data at the drill bit position, which can provide reliable basis for targeted acceleration and efficiency analysis and drilling parameter optimization.
